Maybe it was like that in the games, but from what I know, the anime doesn't care about such things.
I think that in the anime canon, this Pokémon can definitely appear in Paldea (if the creators want it).

That used to be true but the anime since Sun and Moon has been vey strict when it comes to things like that.

If they wanted to imply Dot likes Nidoran in any capacity, they had multiple opportunities to do so by now.

Given that they haven’t, it’s safe to say the costume is just a costume and the choice of Pokémon doesn’t really matter.

I know that Iono is popular and both her HZ voice actress (Kaede Hondo) and her Paldean Winds and Masters EX voice actress (Fairouz Ai) are famous.

He is. Brassius x Hassel is a very popular ship in Japan. I wouldn't be surprised if they throw in one interaction between them as ship bait.

It might be as simple as him being one of the Gym Leaders revealed before release.
In fact what do you know that's what the poster is. The 3 gym leaders revealed before release + Katy who is the first gym leader in the game (if you go in level order)

His personality? The fact they even had him tie into Roy's plot with Rayquaza is something.

It's pretty evident that following a loss from Rayquaza, the kids are sent to learn about Terastalization for what is clearly a temporary arc. The show is not dropping the Lucius/Explorers plot nor is it completely ditching the Rising Volt Tacklers. It's completely okay for a series like this to shake things up a little bit, especially if it serves the characters and the narrative.

I think it's mainly because none of the Rising Volt Tacklers or the Explorers appear on the poster besides Cap, and people are so used to executives meddling with productions for other shows that it feels too out of the blue (though I don't know if it's as common in Japan as it is in the US)

Ash also got associated more with Zacian while Goh got associated more with Zamazenta. Even though it was a double-protagonist story, I think that we can agree that Ash was spotlighted the most since JN was the pinnacle of his story.
